Well as a first guess you might have asked the wrong person or he/she had explained that you should seek help elsewhere or stop; of course for valid reasons. All users with help privileges and IRCops have instructions set by the network to follow. Of course they will not refuse to help you but they will guide you to the right place where you can seek for your demands.
It is extremely likely that you get refused by lots of people, don’t give up keep trying, and keep in mind it’s not the end of the world.
